Vocational Rehabilitation

Deaf-Blind Services

As part of the Vocational Rehabilitation program, the South Carolina Commission for the Blind provides specialized services for consumers who are deaf-blind (having both vision and hearing loss).


Eligibility for services is based on the following:

  • Seeking services to prepare for, enter in or retain gainful employment
  • Having a central visual acuity of 20/200 in the better eye with best corrective lens or a visual field of 20 degrees or less (legal blindness)
  • Having a progressive visual disability that will result in legal blindness
  • Having a hearing loss
  • Requiring and benefiting from Vocational Rehabilitation services
  • Living in South Carolina


The Vocational Rehabilitation division may provide the following services based on eligibility:

  • Counseling and guidance
  • Educational assistance
  • Coordination of community resources
  • Vocational evaluation
  • Comprehensive assessment
